Senator Mackie moved and asked unanimous consent that CS FOR                   
HOUSE BILL NO. 317(STA) An Act relating to recruitment,                        
selection, appointment, promotion, and nonretention of state                   
employees and to the duties of the Department of Administration                
concerning those and other related functions; and providing for an             
effective date be held on reconsideration to May 1. Without                    
objection, it was so ordered.
